The UNIcert® certification system is based on a general agreement reached between leading German universities and higher education institutions in 1992. UNIcert® is funded by the Arbeitskreis für Sprachenzentren (AKS). This programme deals with language training specific and appropriate to higher education which takes into consideration the specialities of its participants as well as the aims and styles of work of the universities. It aims to contribute to a stronger standardisation of the practice of certifying language competences in the academia, to promote the equality of language training at universities and thus also to lead to a certificate showing relevant foreign language skills accepted outside of university.
Das merging of the European community, the common mobility programmes, and the increasingly close international economic and academic interweaving emphasise the need to equip university graduates of all disciplines with practically viable foreign language skills. On this basis, wide-ranging effort has already been made to conceive appropriate qualifications and training programmes, which in most cases could only have language-specific or internal implications and validity within the specific institutions. For this reason, the framework of regulations of the AKS (1990) and the University Rectors’ Conference (1991) was developed for the comprehensive, cross-institutional higher education certificate UNIcert®, which came into effect in 1992.
